Texas's own holiday calendar for 2028 is listed below under Government Code chapter 662, next to the federal holidays this page counts. The business-day total follows the federal list in 5 U.S.C. 6103, taking each holiday on the day federal employees have it, and gives 2028 250 working days; Texas's own days are marked in the table and never subtracted.
How Texas's holidays differ from the federal set
Texas sorts its holidays into national, state and optional tiers (Government Code section 662.003), and its state tier does not work like the federal list. On five state holidays, Confederate Heroes Day, Texas Independence Day, San Jacinto Day, Emancipation Day (June 19) and Lyndon Baines Johnson Day, a state agency must have enough employees on duty to conduct its public business when the day falls from Monday to Friday (section 662.004). The other three, the Friday after Thanksgiving, December 24 and December 26, are exempt from that rule, and the Comptroller marks them 'Office closed' when they fall on a weekday. Columbus Day is in none of the three tiers, and a holiday that falls on a weekend is not observed on another day.

Federal Reserve and FedACH counts around Saturday holidays
This calendar combines federal and Texas holidays, and its business-day count takes each federal holiday on the day federal employees have it. When a holiday falls on a Saturday, 5 U.S.C. 6103(b) makes the Friday before it the legal public holiday for employees whose basic workweek is Monday through Friday (the Office of Personnel Management says the same of most federal employees, for pay and leave purposes), so this page's count leaves that Friday out. The Federal Reserve Banks are open that Friday. A count on the Reserve Banks' schedule, which the same page sets out for FedACH, therefore has one more business day across one of those Fridays than this page's count shows. Whether Texas also treats that Friday as a holiday is a separate question, settled by its own holiday rules.

Every figure below is computed from the 2028 dates in the table above and the Monday to Friday week, and each rule names the provision or the official list it is taken from. When a date changes, the sentences change with it.
How Texas law sorts its holidays in 2028
Texas Government Code section 662.003 sorts holidays into three tiers. Nine are national holidays: New Year's Day, Martin Luther King, Jr., Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day and Christmas Day. Eight are state holidays: Confederate Heroes Day (January 19), Texas Independence Day (March 2), San Jacinto Day (April 21), Emancipation Day in Texas (June 19), Lyndon Baines Johnson Day (August 27), the Friday after Thanksgiving, December 24 and December 26. Rosh Hashanah, Yom Kippur and Good Friday are optional. Columbus Day, a federal holiday, appears in none of the three lists. June 19, the federal Juneteenth, is on the state list as Emancipation Day in Texas.
Section 662.004 decides what a state holiday means for an office: a state agency must have enough employees on duty to conduct its public business, except on a state holiday that falls on a Saturday or Sunday, on the Friday after Thanksgiving, on December 24 and on December 26. In 2028 that makes Confederate Heroes Day (Wednesday, January 19), Texas Independence Day (Thursday, March 2), San Jacinto Day (Friday, April 21), and Emancipation Day (Monday, June 19) skeleton-crew days, when state offices stay open. The state holidays section 662.004 exempts from that rule are Day after Thanksgiving on Friday, November 24 and Day after Christmas on Tuesday, December 26; Christmas Eve on Sunday, December 24 falls on a weekend.
Section 662.005 grants a paid day off only when a holiday does not fall on a Saturday or Sunday, and the Comptroller's schedule states that offices will not be closed on another day. In 2028 that leaves New Year's Day on Saturday, January 1, Lyndon B. Johnson Day on Sunday, August 27, Veterans Day on Saturday, November 11, and Christmas Eve on Sunday, December 24 with no weekday off at all, even where federal employees get one.
Good Friday is Friday, April 14 in 2028. As an optional holiday it lets an employee take the day in place of a skeleton-crew holiday, which the Comptroller's schedule allows for Rosh Hashanah and Yom Kippur too; the Comptroller's schedule marks it "Optional Holiday", not "Office closed".
Why Texas gains working days in 2028
A year's working days are its weekdays minus the holidays that land on them, and both halves move. The weekday supply depends only on the year's length and the weekday it starts on; the holiday half depends on where each fixed date falls that year. 2028 is a leap year that opens on a Saturday, so its two days beyond 52 whole weeks are a Saturday and a Sunday. It ends up with 260 weekdays, fewer than an ordinary year that starts midweek.
Ten federal holidays in this page's count fall on weekdays, so Texas has 250 working days in 2028. That is one more than 2027 (249). That happens against the calendar, which supplies one fewer weekday; the holidays decide it, with two fewer of them on weekdays.
Saturday holidays in 2028
A fixed-date holiday on a weekend is where the federal, Reserve Bank and state calendars part company. For most federal employees a Saturday holiday moves to the Friday and a Sunday one to the Monday (5 U.S.C. 6103(b) and Executive Order 11582, as OPM applies them); the Federal Reserve Banks follow the Monday rule but not the Friday one; and Texas has its own rule. In 2028:
- Veterans Day falls on Saturday, November 11; most federal employees have Friday, November 10 as the holiday instead. The Federal Reserve Banks are open that Friday; the Board of Governors is closed. Texas gives no day for it: section 662.005 grants a paid day off only for a holiday that does not fall on a Saturday or Sunday, and the Comptroller's schedule states that offices will not be closed on another day, so Friday, November 10 is not a holiday on the Texas calendar.
This page's count leaves out the Friday or Monday that federal employees have as the holiday, because the count follows the federal employees' holidays. A count on the Federal Reserve Banks' schedule has one more business day across each of those Fridays.
Where Texas's own calendar departs from the count in 2028
The count on this page and the Texas state-agency calendar (Government Code chapter 662) differ only where one of them has a holiday on a weekday and the other does not. The Texas calendar has Day after Thanksgiving on Friday, November 24 and Day after Christmas on Tuesday, December 26 as holidays, which the federal count treats as working days. The federal count takes out Juneteenth on Monday, June 19, Columbus Day on Monday, October 9, and Veterans Day (observed) on Friday, November 10, which the Texas calendar does not.
On balance the Texas calendar has 251 working days in 2028, one more than the 250 this page counts. Confederate Heroes Day on Wednesday, January 19, Texas Independence Day on Thursday, March 2, and San Jacinto Day on Friday, April 21 are state holidays on which offices stay open, so they count as working days on both.
Where the fixed-date holidays land in 2028
A holiday tied to a calendar date moves one weekday later each year, and two once 29 February has passed, so the week it breaks changes every year while its date stays put. 2028 is a leap year, so every date from March onward jumps two weekdays against 2027:

Eight long weekends in 2028
A weekday holiday next to a weekend turns two days off into three; two closures side by side, or one on each side of a weekend, make four or more. That is arithmetic on the dates, so the list moves every year even when the holidays do not. On this page's count, Texas has eight such breaks in 2028:

Stranded working days in 2028
A holiday on a Tuesday or a Thursday leaves one working day stranded between it and the weekend. In 2028 Texas has two: Monday, July 3, next to Independence Day and Friday, November 24, next to Thanksgiving Day. Each is a full working day on this page's count even though a day off sits on either side, so a deadline that lands on one is not pushed anywhere.

Texas's longest stretch without a holiday, 2028
The longest run of working days with no weekday holiday inside it depends on how far apart consecutive closures sit, so it moves whenever one fixed-date holiday changes weekday. In 2028 it runs from Tuesday, February 22 to Friday, May 26 inside the first half of the year: 69 working days, 13 full working weeks and four days.
The first working day of 2028 on this count is Monday, January 3, because 2028 opens on a weekend. The last is Friday, December 29, which is the latest date a count of working days can end on inside 2028.
Which calendar the 2028 count uses
The working-day total counts the legal public holidays of 5 U.S.C. 6103 on the dates most federal employees have them, as OPM publishes them. It is not identical to the Federal Reserve Banks' calendar. The Board of Governors' K.8 schedule states that the Federal Reserve Banks are open on the Friday before a Saturday holiday, and in 2028 that means Friday, November 10. A count on the Reserve Banks' schedule has one more business day across that Friday than this page's count shows.
