2028 year summary

The 1 weekend date in 2028 falls on a Saturday or Sunday, a day the count already excludes, so the working-day reduction comes only from the 9 weekday dates. The table lists the days that are a holiday in all seventeen comunidades autónomas, in Ceuta and in Melilla. For a year whose list the Dirección General de Trabajo has published in the BOE, they are the days that list marks in all nineteen territories, plus a national holiday that falls on a Sunday, which the list leaves out and the table shows on its own date. Article 37.2 of the Estatuto de los Trabajadores allows at most fourteen fiestas laborales a year, two of them local. Under article 45 of Real Decreto 2001/1983 the national days of letters a) to c) cannot be replaced, while a community may replace a letter d) day, national too (Jueves Santo, Epifanía, and San José or Santiago), with a traditional holiday of its own. When a national holiday falls on a Sunday its rest day moves to the Monday, and a community may use that Monday for a day of its own, so those Mondays are left to the community calendars. A year with no published list yet carries the same days, which assumes every territory keeps Epifanía again.

Holidays not included

Each comunidad autónoma adds its own days to that common set, and the BOE's annual table shows which. In the lists for 2024, 2025, 2026 and 2027, for example, every territory marks Jueves Santo except Cataluña and the Comunitat Valenciana, and both of them mark Lunes de Pascua as a holiday of their own, so neither day is in this table. Each municipality then has up to two local fiestas, published in the official bulletin of the community or the province rather than in the BOE.
