Hawaii's state holidays in 2028

The holiday schedules of Hawaii's Department of Human Resources Development (DHRD) list each state holiday beside its "Official Date Designated in Statute/Constitution". The holidays they list that are not federal holidays are Prince Jonah Kuhio Kalanianaole Day (the twenty-sixth day in March), Good Friday (the Friday preceding Easter Sunday), King Kamehameha I Day (the eleventh day in June), Statehood Day (the third Friday in August) and, in even-numbered years, General Election Day. The schedules list neither Juneteenth nor Columbus Day.

The Department of Human Resources Development publishes the dates state agencies observe, and its schedules show a Saturday holiday on the Friday before and a Sunday one on the Monday after. In 2028 they show Prince Jonah Kuhio Kalanianaole Day on Monday, March 27 instead of Sunday, March 26, King Kamehameha I Day on Monday, June 12 instead of Sunday, June 11, and Veterans Day on Friday, November 10 instead of Saturday, November 11.

Good Friday is Friday, April 14 in 2028. The DHRD schedules list it and the federal list does not, so this page's count treats it as a working day.

2028 is an even-numbered year, and the DHRD schedules list General Election Day for it: Tuesday, November 7. They give its date as the first Tuesday in November following the first Monday of even-numbered years and cite Article 2, Section 8 of the Hawaii State Constitution.

Why Hawaii gains working days in 2028

A year's working days are its weekdays minus the holidays that land on them, and both halves move. This page's count leaves out the Friday or Monday that federal employees have as the holiday, because the count follows the federal employees' holidays. A count on the Federal Reserve Banks' schedule has one more business day across each of those Fridays.

The count on this page and Hawaii's state-agency calendar (the DHRD holiday schedules) differ only where one of them has a holiday on a weekday and the other does not. The Hawaii calendar has Prince Jonah Kuhio Kalanianaole Day (observed) on Monday, March 27, Good Friday on Friday, April 14, King Kamehameha I Day (observed) on Monday, June 12, Statehood Day on Friday, August 18, and General Election Day on Tuesday, November 7 as holidays, which the federal count treats as working days. The federal count takes out Juneteenth on Monday, June 19 and Columbus Day on Monday, October 9, which the Hawaii calendar does not.

On balance the Hawaii calendar has 247 working days in 2028, three fewer than the 250 this page counts.

Stranded working days in 2028

The longest run of working days with no weekday holiday inside it depends on how far apart consecutive closures sit, so it moves whenever one fixed-date holiday changes weekday. In 2028 it runs from Tuesday, February 22 to Friday, May 26 inside the first half of the year: 69 working days, 13 full working weeks and four days.

Which calendar the 2028 count uses

The working-day total counts the legal public holidays of 5 U.S.C. 6103 on the dates most federal employees have them, as OPM publishes them. It is not identical to the Federal Reserve Banks' calendar. The Board of Governors' K.8 schedule states that the Federal Reserve Banks are open on the Friday before a Saturday holiday, and in 2028 that means Friday, November 10. A count on the Reserve Banks' schedule has one more business day across that Friday than this page's count shows.
