State employees' paid holidays are a separate list, the Bureau of Human Resources holiday schedule for employees not covered by collective bargaining, which adds Thanksgiving Friday and grants a compensatory day when a holiday falls on a normal day off. This calendar combines federal and Maine holidays, and its business-day count takes each federal holiday on the day federal employees have it. When a holiday falls on a Saturday, 5 U.S.C. 6103(b) makes the Friday before it the legal public holiday for employees whose basic workweek is Monday through Friday (the Office of Personnel Management says the same of most federal employees, for pay and leave purposes), so this page's count leaves that Friday out. The Federal Reserve Banks are open that Friday. A count on the Reserve Banks' schedule, which the same page sets out for FedACH, therefore has one more business day across one of those Fridays than this page's count shows. Whether Maine also treats that Friday as a holiday is a separate question, settled by its own holiday rules.

Maine's legal holidays in 2028
Maine's list sits in the Judiciary title of its statutes, 4 M.R.S. section 1051, and it is written as a rule for the courts: court may not be held on the listed days, the Chief Justice of the Supreme Judicial Court may order court held on one in a particular case when the interests of justice and judicial economy are served, and public offices in county buildings may close on them. The list follows the federal one with one addition, Patriot's Day on the third Monday in April, and it names the second Monday in October Indigenous Peoples Day. Like 5 U.S.C. 6103, it calls the third Monday in February Washington's Birthday.
In 2028 Patriot's Day is Monday, April 17 and Indigenous Peoples Day is Monday, October 9, the date the federal list calls Columbus Day. Thanksgiving is defined unlike any other entry: court may not be held on "any day designated for the annual Thanksgiving", which in 2028 is Thursday, November 23, the fourth Thursday of November that the federal list fixes.
Memorial Day is the last Monday in May, "but if the Federal Government designates May 30th as the date for observance of Memorial Day, the 30th of May". Federal law designates the last Monday, so Maine's Memorial Day is Monday, May 29; May 30 is a Tuesday in 2028.
Section 1051 moves a holiday that falls on a Sunday to the following Monday, "with all the privileges" of the day itself, and says nothing about Saturday. In 2028 New Year's Day falls on Saturday, January 1 and section 1051 leaves it there; Veterans Day falls on Saturday, November 11 and section 1051 leaves it there. State employees' paid holidays are a separate list, the Bureau of Human Resources holiday schedule, which grants a compensatory day when a holiday falls on a normal day off.
Why Maine gains working days in 2028
A year's working days are its weekdays minus the holidays that land on them, and both halves move. Where Maine's own calendar departs from the count in 2028
The count on this page and Maine's legal-holiday calendar (4 M.R.S. section 1051) differ only where one of them has a holiday on a weekday and the other does not. The Maine calendar has Patriot's Day on Monday, April 17 as a holiday, which the federal count treats as a working day. The federal count takes out Veterans Day (observed) on Friday, November 10, which the Maine calendar does not.
The two cancel out: both calendars give 250 working days in 2028, on different dates.
