90 business days is eighteen work weeks, which is more than four calendar months. It is not a fiscal quarter: a calendar quarter holds 61 to 64 business days, so ninety is nearer to a third of a working year than to a quarter of one.
The quarter error, corrected
An earlier version of this page said ninety business days "approximates a fiscal quarter of working days". That is arithmetically wrong and has been fixed. Three months of Monday-to-Friday days is 64 to 66 before holidays, and 61 to 64 once the public holidays in that quarter are taken out. Ninety business days is therefore close to four and a half months, not three.
The table below computes the real figure for the quarter this page's reference date falls in, so you can see the two numbers side by side rather than take our word for it.

The ninety-day deadlines that do exist
Ninety is a common statutory number and the prominent ones are calendar days. After the EEOC issues a right-to-sue notice, "within ninety days after the giving of such notice a civil action may be brought against the respondent", under 42 U.S.C. 2000e-5(f)(1). The charge that precedes it must itself be filed within 180 days of the unlawful practice, or 300 days where a state or local agency was involved first, under (e)(1). Federal civil procedure supplies another: a defendant served outside any US judicial district who waives service has 90 days to respond under Rule 12(a)(1)(A)(ii).
Ninety business days, by contrast, is a planning unit. Performance cycles, large procurement programmes and multi-team delivery plans use it because eighteen work weeks is a meaningful amount of capacity. It is a convention, and this page does not claim a statute behind it.
Ninety business days around the world
Over four months a window picks up a large share of any national calendar, but not an equal share. What moves a row is how many of that country's closures fall between the start date and the answer, not how many it keeps across the year. Japan and India each gazette more national holidays than the United States and cluster them in particular months, so their rows swing furthest as the start date moves.
