The two federal sixty-day periods
The Worker Adjustment and Retraining Notification Act is the one with teeth. Under 29 U.S.C. 2102(a) an employer "shall not order a plant closing or mass layoff until the end of a 60-day period after the employer serves written notice". The statute says days without qualification, so the ordinary reading is calendar days, and an employer counting business days would give notice roughly three weeks late.
Civil procedure supplies the second. A defendant who timely waives service under Rule 4(d) gets until "60 days after the request for a waiver was sent" to respond, under Rule 12(a)(1)(A)(ii), rising to 90 days for a defendant outside any US judicial district. Rule 6(a)(1)(B) counts every day of those sixty.

A calendar quarter contains 61 to 64 business days depending on which quarter it is and how the holidays fall, so sixty business days and one quarter are close but not equal, and the gap moves with the holiday calendar. More importantly the two are anchored differently: a quarter has fixed start and end dates, while sixty business days runs from whatever date you started. If a contract says "one quarter", do not substitute this count.
