20 business days is the single most important business-day number in US federal practice. It is the FOIA response deadline and the minimum time a tender offer must stay open, and it is close enough to a calendar month of working days that people reach for it whenever they want "about a month" without arguing about holidays.
Two statutes, one number
The Freedom of Information Act requires an agency to "determine within 20 days (excepting Saturdays, Sundays, and legal public holidays) after the receipt of any such request whether to comply", under 5 U.S.C. 552(a)(6)(A)(i). Appeals get the same twenty under (a)(6)(A)(ii). Where unusual circumstances apply, the agency may extend by written notice, but "no such notice shall specify a date that would result in an extension for more than ten working days" under (a)(6)(B)(i). Both figures are business days, and a requester tracking a response is counting exactly what this page counts.
Securities practice uses the same number for a different reason. Under 17 CFR 240.14e-1(a) a tender offer must be held open "at least twenty business days from the date such tender offer is first published or sent to security holders". If the consideration or the dealer's soliciting fee changes, paragraph (b) requires the offer to stay open at least ten more business days from that notice. The point of stating it in business days is that shareholders need trading days to act, and trading days are business days.

Reading a twenty-business-day deadline correctly
- The count starts the day after the triggering event. The day the agency receives the request is not day one.
- A federal business day is Monday through Friday minus the eleven legal public holidays in 5 U.S.C. 6103, per the definition at 31 CFR 800.203. A state holiday does not stop a federal clock.
- Counted from a weekday on the US federal calendar, twenty business days is 28 or 29 calendar days in most of the year and as many as 33 where several holidays land inside it. Treating it as "one month" will usually be wrong by several days.
- The ten-working-day extension is added to the twenty, not substituted for it.
Twenty business days on other national calendars
Counted from a working day, twenty working days cross at least four weekends, and each public holiday a country places on one of its working days inside that stretch pushes its date to the next working day: at least one calendar day further out, three or more when a weekend lies in between. Where the same deadline is owed in two countries at once, the row that governs is the one whose calendar the contract names.
