25 business days is five work weeks, which is why it shows up in sprint planning and supplier lead times. It is a scheduling convention rather than a legal period, and no US federal rule fixes a twenty-five-business-day window.
A convention, said plainly
Five work weeks is a natural planning unit. It maps onto a five-sprint quarter, a standard hardware lead time, and the review cycle most procurement teams use for a mid-sized contract. None of that makes it a rule, and this page does not present it as one.
An earlier version of this page described twenty-five business days as "the standard FDA acknowledgment window for citizen petitions". It is not. 21 CFR 10.30 sets no acknowledgment window at all: the Dockets Management Staff files the petition and assigns a docket number, and the Commissioner must respond to the petitioner within 180 days under 10.30(e)(2). Petitions about abbreviated new drug applications get 90 days under (e)(4) and petitions subject to section 505(q) get 150 days under (e)(5). The claim has been removed rather than softened.
Five work weeks, counted properly
The calendar span is the figure that surprises people. Five work weeks is not five calendar weeks.
| Measure | Value |
|---|---|
| Calendar days crossed | 36 days |
| Work weeks | 5 weeks |
| Calendar weeks | 5.1 weeks |
| Calendar months | 1.2 months |
| Weekend days skipped | 10 |
| Public holidays skipped | 1 |
| Result weekday | Thursday |
The estimating error at twenty-five
Twenty-five business days is where mental arithmetic starts failing reliably. The instinct is to divide by five, get five weeks, and add five weeks to the calendar. That undercounts by at least ten days, because the ten weekend days inside the window are not in the five-week figure at all. Add a public holiday and you are a working day further out again.
If you are quoting a delivery date to a customer from a twenty-five-business-day lead time, the answer above is the date to quote.
